TOKYO The Tokyo District Court on Wednesday ruled it illegal for the government to wholly deny a cancer patient insurance coverage because the treatments he received included a medical procedure uninsured by the public healthcare insurance policy he subscribed to, saying the state interpreted the health insurance law
