Carcieri vetoes bills on insurance proof, health-care council
PROVIDENCE Governor Carcieri yesterday transmitted his first veto messages after the close of the legislative session. Carcieri vetoed the House and Senate versions of a bill that would give motorists 24 hours to produce proof of insurance if they are stopped by a police officer, and of a bill that would create a health-care planning
